Idea 1:
Members in the Deal with Caution group cannot view the Marketplace with the exception of the scammers bay so that they can post their rebuttals towards the dispute.

Idea 2:
Banned Members can only view a forum dedicated to only them where they can try and make amens for their actions on why they got banned.

Yeah it's that not hard to manage the group permissions.
