It would promote activity of new users around the forum as well.
Make an auth request section, put a 25 post limit to be able to view the section and when you do, have the already made Auth Request Form mandatory for requesting auths.
Then if people post requests outside of the section, they can be warned/punished in whatever way is felt necessary.
As well as anyone just spamming posts to reach the post limit should be punished as well.
It might add more work, but I feel it would definitely motivate people to view more of the forum rather then just coming here straight for auth requests.
I have personally stopped giving them out to users who have obviously joined just for that purpose. I think anyone else who is giving them out for free should also do the same as it would stop a lot of leaching.
