The question is simple, though I hope that you'll answer it as filling as possible. What do you mean is best, manga or anime? Why is it the best, and would you recommend say, the anime over the manga? Personally, I would say it depends on the series but generally I would say that the manga triumphs over the anime most of the time. Examples I'd like to point out are Tokyo Ghoul and Bleach where the manga is far better, where as in series such as Naruto I'd say that the anime is somewhat better. Let me explain what I meant.

Bleach
The anime of Bleach has ended, right after a time-skip and with the arc known as the "Fullbringer Arc" which is probably the most hated of them all. Though the manga is still on-going and not finished yet. That being said, the anime has no real ending and thus it is almost a given that it is worse. Other than that, the manga is filled with gore and blood which is fitting for a series where you slice each other up with gigantic swords, right? Well the anime has blood, but is lacking compared to the manga, another reason why the manga is generally better. The last reason I find the manga more enjoying is that the anime is filled with too many fillers that make no sense, such as the "Bount Arc" which in itself is cool and all, but doesn't fit anywhere in the timeline. If I am not mistaken, then 40% of the anime is fillers.

They later apologized for this and made an un-censored version of the first season, showing off the gore and disgusting things that happened from the manga. However, they made the same mistake for season 2, only they did it worse this time around. (To the point where watching the anime became more about laughing than tension and it also ruined a few plot points.) This isn't the biggest "issue" if you ask me though. No, that belongs to the plot change. You see, the manga and anime are told from two different perspectives, one from Ken's personal perspective and the other from Aoigiri Tree's perspective. The manga story makes a great deal more sense, is generally more fitting for the plot and builds more on most of the characters that are barely mentioned in the anime. (Such as Tsukiyama.)

Where to begin, well first of all we have the fact that the animation for Naruto has been so bad at times that it completely ruins the scenes, such as the epic fight between Pain and Naruto that was ruined because of terrible animations, other fights have also been like this, but this has to be the worst. We also have good animation thought, like Madara's introduction or Obito's past. Which brings me over to one of the more mixed reasons why I like the anime. The fillers. I said that they were bad in Bleach, but that was because they made no sense. A lot of the fillers in Naruto doesn't make sense, but a great deal of them also do. They explain things that the manga did not, and they fit with the story. Such as "Kakashi of the Anbu" or the extended fights between the Uchiha and Senju in the past. These are examples of fillers done correctly. They show information that makes sense, that are enjoyable to watch and doesn't just feel like mindless fillers.

Though the anime has its pros, I'd still prefer to read manga as it gives more information, is faster to get through and also is more accurate and shows only the story how the artist and author saw it.
