Just wait it out, same thing happened to me and it was fine after a week or so. Don't try any weird bullshit to fix it because it won't do anything.

Have you tried talking to support? They are basically useless but occasionally you can find someone good. Here's a recommendation: just don't deal with PayPal's twitter support, they are literally stupid and unable to help at all.

Hope this gets resolved.
