No, he's giving back to the users of the forum is it not? People post either way, it's the persons choice how much he posts and how much.
He just wants to give it to the user who has the most acitivity this time around.

This contest is in no way to increase activity, it's actually to show users of the great events we have at Rune Gear. I'd be happy to show you that we only increased an extra 150 posts daily when the contest wasn't running.
