That's kind of an ugly image. Don't think it would look good as a 24x24 icon.

This is the icon I PM'd him to use.

That's the 24x24 icon. The background is bigger in size than the image itself is, so that's why it looks so small.

I wouldn't recommend using the term "high maintenance" to describe the award's candidates, and I'm guessing you don't really know what the term means.
If you call someone high maintenance, it's like saying that they are difficult to deal with.
For example; my 5 year old son is very high maintenance, he is always making a mess.
Or in a material example; these shoes are very high maintenance, I always need to clean them.

It kind of looks bad on the dark theme, but hopefully the new one looks good. How much do awards cost? Does Philly sell them? @"Premium"
