Background check service, is it allowed?

In no way is this a doxing service. I want to know if a background service is allowed.

They supply me information like address, name and such. I give back house statistics, previous addresses the person has lived in, Date of birth + other things.

I see in no way this being illegal.

It's not really doxing if I'm already getting the address and name, state from the OTHER person. How is that even considered doxing?

It may be similar. But doxing is a bit different since I should be doing all the work to get all of the info, not using already available information

The answer is no. ANY user info that is posted in our out of FK is breaking ToS of FK. So with that being said this is not allowed. And if you were to do this you would be banned almost instantly.
