We currently do not free up inactive or deleted accounts, this includes Justin.tv accounts after the closure of that site. We do not have an ETA on when these accounts may become available.

In the future we DO hope to offer a name change service, but since names are used as critical fields in many of our databases, this would take some time to plan and execute.
