You can buy cheap mechanical mods that produce good clouds. Although it might be a clone it still works just as good. If you just want to blow clouds I recommend getting an RDA on the top of your mechanical mod instead of a tank. An RDA is the piece on the top of a mod that is rebuildable an all you have to do is drip liquid into the coils and cotton inside. Total spendings on a mechanical mod is fair. 40-80 on the mod itself, 15-30 on an RDA, battery 18650 or 26650 between 10-15 and a charger 12-30. My total spendings on my mechanical mod is about $125 and it blows hella clouds. If you want a safe cloud blowing experience I recommend getting a electronic box mod. I've messed around with the 50 watt istick and put my RDA on it and it blows just as big of clouds and lasts nearly the same amount of time on one battery. I never buy any smoke equipment via PayPal, it is to easy to track. As long as I want to purchase anything that is realated to weed, drugs, other ileagal shit I always use bitcoin. I know that a vape is far from leagal but it brings some unwanted attention.
