If you almost had a maxed out town hall 9 you would have all level 9 walls with all your defense towers upgraded at least one more time except for your mortars. Get your facts straight.

Things you need to upgrade: xbows, wizard towers, cannons, archer towers, walls. maybe in a year you will have an "almost maxed out TH9"
 
Its nowhere near maxed... The walls wizards and everything else pretty much needs upgrading...
