See it's different in the US. Software Engineering implies many DIFFERENT specialties bundled together. As far as the U.S. goes, they are two separate jobs, two separate degrees, two separate salaries, and two separate qualifications. I believe there are many more Programming jobs than software engineering jobs, and Software Engineers are in much greater demand, and receive a larger salary.
