The way it works is if you want a specific Gamerpicture but are to lazy to make it, you CAN get someone else to make it and send you the final product in the format of the Gamerpictures.
Use USB XTAF or a Transfer Cable if you own one to get the picture back onto your Xbox.
If you use USB XTAF you will need Modio which allowes you to 'Rehash & Resign' your Gamer Picture file before putting it back on your HDD. The lending of accounts is NOT needed and I will not stress that enough.
Here are the required folders for transferring Gamer Pictures from Xbox HDD to your Computer.
FFFE07D1 > 00020000 > 'Gamer Picture File'.
If you have any trouble please let me know and I will guide you through it if I'm not busy.

I've looked for hours and haven't found anything in the past. I believe what you are talking about only shows the gamer picture for you, and not for your friends.

It showed their Gamer Picture as 'Public' not 'Friends' or 'Private'
