Damn right it is, it gets a 10/10 from me. I might watch the Abridged version soon as well.

When they Cry is one of the darkest ones I know but it takes quite awhile to get going and takes some proper watching to understand it. Worth it though.

If you like manga read Rabbit Doubt too. It's short so no complaints.
