Deal with Caution vs. Ban

So basically I have been on the dashboard a lot recently and I have seen people getting the "Deal With Caution" bar and although I am new I figured out what it is Yay for me! lol But I have also visited the "Scammers Bay" Section and noticed users just getting banned. So my question is do more active users who have been here longer get the Deal With Caution while noobs (like me ) get banned? help me out on this one because if I am right I don't really think that is fair. A scam is a scam. No matter who the hell it is. And Philly even says "No questions asked" if you scam, you are banned. Please help me!

I would guess that some users that are more trusted get more of a chance to either resolve the scam or refund the people if it was a misunderstanding. Im actually quite new here also so im not sure how that works

Sweet! So if I scam someone once I only get banned for a month! They need to change that to forever.
