Other than having the "Scammers Bay" and "Known Scammers" sections, a "Deal Disputes" section should be implemented.
It would be for reports that wouldn't fully fall under scams, and would solely be based on other situations (such as one I'm currently in). Also, "Scammers Bay" implies that a scam has happened; titling a member as a "scammer" (until the issue is resolved). Therefore, even just renaming the "Scammers Bay" section to "Deal Disputes" would remove that issue, as well as allowing a more broad range of dispute situations.
The concept may seem confusing and pointless to many, but I think it'd be extremely helpful.
