I would have to say yes, it does improve a person's aesthetic if they are capable of dressing well. Think of it as a bonus, similarly if they share other interests with you. Just don't make it a priority when seeking your other half.

If you were to be at a beach and you saw a girl with average sized tits, you most likely would feel aroused. If you were used to seeing tits everyday it'd be nothing special it'd be normal; not as sexually energetic I suppose. Therefore technically they do make women more attractive if you look at it from that perspective.
