Well really with my forum genre there are thousands of rivals, as long as the posts aren't like "this forum sucks come join blah blah blah".

No, it could just lead to people being pulled away from your own forum/site to another, bad idea in my opinion. If you wanted to, you could make people who want to advertise competing sites pay to advertise on your site.

No not really. I run a couple of hosting company's and i do not allow this.
