I'm sure they patched everything, however I might be outdated due to not playing it in the last few weeks.

Nonetheless good luck trying to find one of these and if you can't there is always money/mission tutorials on YouTube that can earn you the fastest amount of money legitimately.

Not sure about the rank anymore because all rank are done from recovering your account. But the money lobbies are patched mostly, but some modders could still give you money I've heard but it's only a matter of days before R* takes it out of your account and have a chance of putting you into a cheaters pool which you can never get out of.
