You need a web server with PHP installed to create a site in PHP, I explained most of what's needed in this post.

Dreamweaver can edit PHP files (as can any other text editor), but a PHP environment like Zend Studio is more suitable for programming in PHP (it also has a PHP engine built into it to process PHP without the need for a server).
