Since scamming is going up through the roof here (naturally it will, a "declining" community will attract scams, they see it as easy money before forum dies), you should invest in a plugin which forces users to read the "how to prevent getting scammed" sticky.
It wouldn't cost that much, it will help new comers avoid being scammed as it's a pretty decent post and at least shows that management tries to fight users being scammed. At the moment it's a "get scammed it's your fault, we'll ban scammer if you have proof" sort of deal, which is fair enough but it's not exactly helpful.
As Mike said, people have urges, scammers will always lurk around forums like this, but perhaps putting more emphasis on a middle man group instead of all the other random groups, things would be better.
Even if the idea doesn't appeal to you, do you not want to do anything? Every time I come on here there's a new scam report.
