I messaged on of the gamertags "c m" and told him to tell me what I said, he said that his acc is silver and he cant read messages, when you can. I said no I'm reporting you and now he's threatening to ban me?! Is this guy actually quad or no?[/size]

Anyone can use Inspect Element to change their name on that image to Quad, it doesn't necessarily mean you should believe it is him. It's just an impersonator. Quad's AIM is 'Quad', block the other guy.
