If we look at rule 5, then there are many users who don't follow it. They just make a farewell thread, saying they're leaving and 5 pages of drama, asking him/her not to leave.
This attracts unnecessary drama. Often users try to mask rule 5 and Junk Threads. This is purely abuse. There should be some sort of punishment for this.
I don't see why there shouldn't be exceptions as well. Staff should not be there to pick favorites.
