A federacy is a form of government where one or several substate units enjoy considerably more independence than the majority of the substate units.To some extent, such an arrangement can be considered as similar to asymmetric federalism.
Has anyone noticed that this is the case in the Middle East with the non-secular governments?
Puerto Rico (commonwealth of the U.S.) is subjected to federacy in a good way, they are exempt from some taxes but have no control over their foreign policy, have no constitutional guarantees to protect it from the federal government, and also cannot have a representative for the HoR.
