Fix rep system

I repped jake two days ago and now every day it says I have given the max rep I can.

I think this needs to be fixed..

Yeah, true. Maybe 3 times a day or 2. Like 1 a week is bad.

No I was trying to +1 you for being a good admin and because you had -2.
