Whenever I've dealt with an account ban I've contacted MS to transfer my membership. Half the time they actually allow me to do it, and the other half is just filled with them telling me it's not possible/allowed.

You tell them to transfer your membership, they verify your account, and they send you the remaining time in code to your email.
You can do it with banned accounts, which is how I originally found this.
