Basically he can refund virtually anything that is either " Fulfilled by amazon " or "sold by amazon"
You buy your stuff from amazon. Give some details to the refunder and they can refund your order or replace it.
Simple as that.
Its called social engineering.

But yeah this is a cool service that won't last long as you will get overrun with requests.
