Does the account have to be linked with a credit card or pay pal?
This might interfere with how its done...
 
Yes it states in the op you have to add a payment method.

add your paypal to the account in the end you pay nothing!

I actually asked the wrong question, I meant to say, does it have to be linked with Paypal? Mine is linked with A CC, not a Paypal.

I have been successful when using my paypal linked as well as everyone else i watched use it.
