I suggest you advertise on paid to click sites. Of course, you are putting money into it, but it should help you gain likes..lots of them.

The other thing you should try is manual traffic exchange sites. They also work pretty well.

There are sites which offer micro tasks such as liking your facebook fan page or commenting, but of course this means that you have to spend an amount. You have to pay the people who will 'like' your page.

As of such sites, you could try minuteworkers.com or microworkers.com. You can get likes from there. Or just pay someone to post your page's link on their page's status. It may help.
