It only takes I believe 5 positive feedback to get to 5 stars, and than you cannot loose the 5 stars. Not hard at all, and its fast. But I know exactly what you mean, that shit always sucks when you make a new account.

I'm pretty sure just submitting rep on a person doesn't increase the stars.
I tried doing this same thing on one of my other accounts and I had it up to 97% preferred after about 6 months.
On my most recent account though, I have 5 full stars after just about two weeks. I noticed that once I completed the Halo Reach Campaign on legendary I got a lot of gamerscore for it bringing my total gamerscore up to around 1200. My previous account was only around 1000 gamerscore. So I think that the stars might be related to how much gamerscore you have. I'm not saying this is how it really works, I just hope this might help some of you guys.
