Government ability to arrest workers (Megaupload case)

So as many of you (or some of you) may or may not know, MegaUpload was recently shut down by the U.S, on various charges relating to copyright infringement. Now there have been reports claiming that many workers at the MegaUpload company will be charged and possibly jailed, under violations of "Piracy laws".

Do you think it's fair to arrest workers at a company that was charged with piracy law violations? And what are your views on fining people 1.5$ dollars for downloading 24 songs. (If I remember that number correctly)
