You should really take this into consideration... I would have to say that everybody would enjoy groups much more if they had the leaders able to 'moderate' their own user group section of the forums.
What could be added:
The groups should be upgraded to have a viewable page on the website, for EVERYBODY to see. What it would have is simple: Whatever the leader wants to have on that page. The page should have a accessible members list also, instead of each group owner having to make one themselves and just making it like a normal thread.
The members list would be made so that each name on the list is under a designated usergroup (such as member, co-leader, or leader) with each members name being click-able to go to their profile. The leader of the group would be able to promote/demote any member on the said list that they wanted at any time, with the ability to give leadership to a different member. (if something like that, authorization would/could be approved by TE to make sure it wasn't a misclick / getting your acc hacked) Also, another ability could be adding a new group usergroup / delete usergroup (Such as, if you don't want your regular members list being called "Members", you could call it... "wieners" or something XD)
In this menu, any co-leader or leader should be able to have the right given / revoked from them to be able to use a special title. The title will simply be a regular title with the group name in it, with an extra word in it (ex: leader/co-leader) I don't see why this would be a problem, for it would just make things more simple and cause no problems, along with the fact that it wouldn't be hard to make the new titles.

(EDIT: To make sure you understand what I mean by their own page, I meant by a new section on the forums. It wouldn't be under management, it would be a complete new groups tab at the top of the forums next to the "RuneGear" logo
