So I want to try and get some PayPal transferred, anything from like 75-100 is what I'm interested in, nothing over 100. I am also looking for a pretty good rate.

a good rate is 10-15

Well don't refer him to another forum especially one not allowed to be discussed here. You can find exchanges instantly here, you just have to look in the right places and ask the right people.
