A week or so ago I upgraded my membership on HandBux for $10 for the month, and I cashed out $5 (as that is the maximum for my membership type).

You can cashout $5 maximum per 7 days, the upgrade is $10 per month. So it would take 14 days to make back your money.

Meaning in a month, you could get $10 back from your investment ($20) so you can then use that $20 to buy the $20 upgrade and then you can cashout $10 each time, per 7 days, and repeat the procedure until you eventually get to the highest level upgrade, $30 per month, $15 maximum cashout.

Agreed, but if you put your mind to it you can earn $10 reasonably fast. Use GPT sites like DailyDollarz, QuickRewards or get a loan from a friend.

Hmm also the problem is I don't like them cuz they don't have any offers for my country and so I need to use ProXPN to change my IP to an USA's Ip and usually they refuse the survey...

This is a buxhost site. I suggest you beware. Many buxhost sites turn out to be scams so I wouldn't take in too much on the fact that you've been paid this one time.

Handbux is one of the many bux sites that are not a scam.. Handbux is very trusted by many people, and if George has been paid by them it leads me to believe that its a trusted site like Onbux or Neobux.

That's not the point Noreturn bux sites are legit at the start and eventually turn scam all the ones I have seen have done.
