How do I create borders like the border here on CTF?

One of the main things I noticed about the theme when I got here was the shadow, round and clean feel of the borders as opposed to mine that are just solid and sharp. How do I go about creating borders like the ones seen here at CTF? I think the outline is probably one of the most important things, and I'd really like to improve mine.
