How do I enlarge a picture without losing quality? I do not have photoshop

As @Seven said you will always lose quality stretching a image unless its a vector.

Yeah it's impossible to not lose quality when you enlarge an image. Your best bet is to find the photograper or designer who made the image to see if they are willing to send you a raw image or higher resolution if you can't find a bigger image through Google's reverse image search.
