How do you become a Power+ member? I know how to get to power but not power+

You must apply for it and @'philly' will approve you or he will deny.
It takes a while to get it. I've applied twice and been denied.

The actual upgrade is 25$ after being accepted.
Philly can deny or accept anybody.
Somebody posted a thread to the basic requirements above.
