Step 1:
Start with an empty, transparent layer. I am using 420x160 for my size. On your toolbar, go to your color selector (bottom left) and make sure that your foreground color is white, and your background color is black.
Go to Filter > Render > Clouds. You should get a result like this:
Use Filter > Stylize > Glowing Edges with similar settings.
Apply a Filter > Sketch > Plaster to the image as such:
Finaly, a Filter > Sketch > Chrome until you get the following result:
What we have now is a base texture. If you have seen any of my signature layer images before, you'll notice that I use anywhere from 2-4 texture layers until I get the result I want. Before we go any farther, we need to choose our primary colors. Because we did the texturizing before we applied colors to the image, I'm going to use a simple gradient map instead of a dedicated layer.
Image > Adjustments > Gradient Map:
This is a neat little background, but let's explore further options, because this won't flow very well with a render. I'm going to brush on a layer of black with a grunge brush and set the layer to "Overlay":
The same thing, but this time with a white brush in a new layer on "Overlay":
Finally, I open up a New Layer and use Image > Apply Image to merge all layers on to a new layer. Then, using the same brush as before, I smudge the background until it looks nice and even.
The background is a little blurry, so let's Filter > Sharpen it once.
And then you're done. You now have your own brushed up background, without using silly C4Ds or pre-made brushes.
