How to make Live.com Emails?

Anybody know how to make a new @Live.com email? 

I can only choose @Hotmail.com or @Outlook.com but I saw a thread awhile back saying how to get the OG @Live.com back.

Just can't find that thread anymore, somebody help me out with this.

I know you need TamperData and to inspect element something, although I'm not sure exactly what to do I know you can do it using both of those things.
