There are no free programs for this, you can only use it when you pay for it. Otherwise it would be really easy for stalkers to stalk you.

I think there are websites that allow you search people numbers by there area code.

There isn't any free or easy or legal way todo his unless you have complete acess to the phone through the company and the phone has a built in gps
