Question #1: Say Person #1 sends Person #2 $50 through PayPal as a gift, then Person #2 makes another PayPal Account and sends himself the $50 to his 2nd PayPal Account if Person #1 charges back will Person #2 still have the $50 in his 2ND PayPal Account and then Person #2 MAIN ACCOUNT WILL BE IN A NEGATIVE BALANCE?
Question #2: If someone sends you money on paypal as gift can they chargeback? If so what's the chance of them receiving the money back?
the first one is complicated and I don't know.
the second one is yes, but they will most likely need to escalate it to a payment dispute which works like a case. the buyer says that they never authorized the payment and want a refund, so paypal refunds them. sometimes however paypal will make you create a dispute instead of allowing you to chargeback, and that is a long process.
