I'm pretty sure this is just for a carrier unlock. It's not possible to unlock an icloud locked device, well at least not yet.

If you get a new storage drive put in, it has 0 data, then load ios into it... walla

It is.impossible to unlock a i cloud device true. What is possible is phishing the shit out of the icloud with owner info from apple ID info resellers on Twitter and resetting icloud pw. Done it a bunch. Bang unlock on stolen/found iphone. If it was tmobile or verizon had a guy to ESN clean as well.
