Intoxication and responsibility

As you know, people often make decisions they later on will regret when intoxicated. What are your opinions on responsibility when intoxicated? If someone gets drunk and kills someone, should they be held accountable? Some argue that they were not in the right state of mind and therefore had little to no control over their actions. Which brings me to my next point in question.
Do you agree with the statement "sober thoughts are drunken words"?

Yeah. You made the choice to drink to the point of being drunk.

It was their decision to make the choice to drink, I have gotten hammered before and I know better than to leave the house I am in or I will end up killing myself.

People can handle it.

If some guy is high on crack and kills someone shouldn't they be held responsible? If some jackass drinks alcohol and murders a guy he should be held at the same/harsher sentencing.

The responsibility for being intoxication is to NOT get intoxicated at all.

I think it really depends on circumstances.
Lets say someone kills someone and they are not intoxicated, and they go to prison for 10 years, I think if someone is intoxicated it should be 1/4th or 1/2 of a normal sentence.
Also the family of the person you killed should have some say in how long you are sentencd / if you are sentenced.
Just my opinion.

Not alcohol, but if you murdered someone on crack or any more powerful substance I'd say you weren't in right mind.
