I did once or twice I think he gives you beer and a kebabs?
 
The Drunken Dwarf is a former RuneScape random event. After Jagex removed the random event, he now wanders the world giving Kebabs and beer to anyone who talks to him, then teleporting away to other places. However, if the player is out of inventory space upon talking to him, the dwarf would stay until his goods are given out.
 
Wow, I haven't seen that in forever.

I hadn't read anything about an update, but I thought that they had just completely removed it from the game.
