TBH he has better things to do than deal with scammers. He's constantly on watch for server issues, being hacked, etc. He also has a family with four kids IIRC he has to take care of.

EDIT: what Techno said, there are too many people on HF do investigate every scam report.

He has every right to be rude when little kids such as yourself can't do a simple task and read the rules or help documents or even his signature. You should be thankful he didn't just ban you straight up, if I was in Omni's position the ammount of Pm's I would get like that would be massive.
