Shouldnt you be allowed to deactivate you account?

I want to make a new account, just because I dont like the way I have been acting, I have a bad rep with almost half the site now, but I want that to change. If so, would I get banned for making another account and stating my reason?

Try and apologise or something for the shit you've done so you don't even need to make a new account.

No, you are not permitted to have multiple accounts under any circumstances, unless your first account has been lost / compromised, and in that case, your accounts will be merged together.
