It's not possible, once a profile is verified by law, Twitter has to recover it straight away.

I sold an inactive verified a long time ago for 300$.

You're aware that if any info on them changes, they lose the Verified token and twitter is notified (it's on their priority list as well.)

I don't know what you want one for but I would say it will probably be a waste.
