I came up with the perfect suggestion.

A Marketing Team.

Basically its a team of moderators designated specifically to take watch over the market. They MM trades and handle scam reports and keep it clean from spammers. This should also come with a rule, all trades MUST include a MM. This can keep the scam rate to a almost for sure 0%.

When we get bigger it will be virtually impossible to have a MM in EVERY trade...

Every market has scammers, always have always will.

So what you are suggesting basically is for judge to make a new mod, just not a global mod, kind of like "The educators"

For now I think apollo has things under control, but again it's not up to me.

This is unnecessary - what's wrong with the convention of general Moderators middle-manning trades?

Having a marketing team wouldn't be necessary, this is basically saying we should have OMM's with moderation privileges. All trades including MM's would simply give MM's a ton of work to do constantly as trades could take some time. So unless you're going to have several people on a Marketing Team, it'll just be too much work on a select few individuals.

This isn't necessary right now. If we had like 1000 people posting in the market daily yeah we'll need it. There aren't very many people here yet and there's only been 1 scam report.
