Need Help w/ Paypal

So my Paypal got limited the other week and I need a new one. I was thinking of changing my IP and making a new one. I can't add my debit card and bank account on the new one because they are on my old Paypal. Now what I am thinking that I can do is buy a Paypal Mastercard and buy stuff with that. But the thing is that I need a new name and stuff like that.

Can anyone help me try and set up a new Paypal? I would need to know what to do in this situation. I am clueless as what I should do.

You need to change your ip to make a new Paypal? I have a dummy one I use to send myself money when I do deals so if I get charged back on it won't affect me.

You can't take your cards off your old account, then put it on your new one? I did that, after I got limited one time.
