Okay so as some of you know I had an issue with my PayPal. I need someone to tell me how to make a Canadian PP. It needs to me a detailed tutorial but a working one. I cant verify my new PP with my bank account or my SSN cause they are frozen on my previous account. So someone please help.

There are many ways and methods to verifying your paypal. SSN, Credit Card, Pre-Paid cards and linking your bank account are a few. Using your SSN and using credit cards aren't the only ways.
Cabbage sells a method for verifying your paypal account for $3. You probably knew this already though.
