Need LOCKED ACC HELP!

I have an acc that i blackmailed off of my friend but he tried to recover it too many times and it's locked. He doesn't know email address, he gave me recoveries, isp, etc, but it still wont recover. How can i unlock the acc? And if i can't how long do i have to wait for it to unlock?

Jagex will tell you the reason it's getting denied, probably previous passwords or creation details.

When you recover it should say why you cannot get access.
Read it and re-recover.
